The advent of the European Neighbourhood Policy in 2004 is a major external instrument of the EU in promoting democracy and economic cooperation within the eastern region. However, the effects of the democracy-promotion strategy on Ukraine are still pending: the overnight Orange Revolution was part of the wave of democratization that occurred following the end of the Cold War, but its democratic progress has stagnated. The reform process in Ukraine is characterized by the unenviable circumstance of having to choose between East and West. We sought to understand why the effects of the ENP and spillover have not been observed in Ukraine. We conclude that the essence of ENP decision-making process, which is the driving force of EU foreign policy, hinders the development of democracy promotion. What is more, geopolitics is also a major factor that influences Ukraine’s political development; external competitor has consolidated conservative elites and weakened attractiveness of European Neighbourhood Policy.
