Engaging Taiwan and Overcoming its Protectionism: An Analysis of the Case of Meat Trade

Given Taiwan's unique position in the international system, several countries have been extremely cautious when engaging Taiwan in economic dialogues. As this article shows, this lack of engagement is in no small share responsible for the partial protectionism which we witness today in Taiwan's agricultural markets, being this a more credible and rational explanation than that provided by power asymmetries or market complementarities. Through the use of critical junctures, several countries have engaged Taiwan, taking part in its policy loops, and thus increasing their export potential to this market. Other countries, on the other hand, have failed to institutionalize their bilateral relationship with Taiwan, thus diminishing their trade potential in the market. The meat market is representative of this situation.
