臺灣民眾主觀快樂幸福感之樣貌與未來之發展方向

本文透過歷年國內外多個調查研究的結果，呈現臺灣民眾主觀快樂幸福感與社會支持網絡的概況、趨勢、縣市分析及其與經濟的關聯性。並嘗試理解生活中的八大層面對於民眾快樂幸福感的預測模式。同時探討民眾面對困境時的因應方式和求助行為。最後，參照國際組織或重要國家的幸福政策、指標或社區方案，從心理學的角度，提出有效提昇民眾主觀快樂幸福感的政策導向與實務作法，以期真正實踐「幸福臺灣」的政治口號。本文呈現：（1）陳嘉鳳等（2010）在2008年10月至2009年1月間進行臺灣25縣市近兩萬民眾的主觀快樂調查發現，51.5%的人自評是快樂的。中研院兩項調查結果也顯示，臺灣近年自評整體生活快樂的民眾皆佔人口中的大多數。（2）臺灣的離島與東部民眾顯著比北部、中部與南部地區的民眾要來得快樂。各縣市的個人可支配所得的最高與最低數值相差近一倍之多，但其卻沒有反應在民眾快樂程度的增加上。每月收入多寡較影響到中低薪資者的快樂程度，但對月薪超過七萬元者其邊際效益就減低了。（3）影響民眾快樂幸福感的鉅觀因素包括社會、經濟與治安層面，微觀因素包括社區、教育、家庭與個人層面，而工作層面則同時歸屬於鉅觀與微觀因素。其中，又以微觀因素對民眾的快樂幸福感有較高的預測力。（4）臺灣近十年的人均GDP增幅超過兩成，民眾生活滿意度卻呈小降。（5）臺灣三成左右的人在生活上遇到困難或為事煩心時，其無法或不容易找到任何人幫忙、傾聽、聊一聊等。臺灣民眾遇到心理困擾、壓力或問題時，最會採取「找人聊天」方式去抒解或因應，而最常求助的對象除了「朋友家人」之外，就是職場上的同事和同學。「網友」是使用網路的受試民眾很多人會求助的新興對象。民眾找朋友或家人的可能性大概是去找專業機構的15倍。（6）自覺快樂的人有顯著較高的比率會用積極面對、找人聊天、運動、旅遊散心、聽音樂、外出散步、彈奏樂器、爬山踏青、整理家務、跳舞、做瑜珈、禪修、種植園藝、閱讀書報、唱歌、信仰宗教等方式來紓壓。自覺不快樂的人則顯著較高的比例會採取吃東西、睡覺、工作、不理會、服用藥物、飲酒、抽煙、打電動、看電視、求神問卜、哭泣、聽天由命、獨處、上網、隱忍壓抑等方式來抒解壓力。（7）青壯年（25-44歲）是工作世界裡最重要的主力，但卻是快樂程度最低者。退休者的快樂程度反而是最高的。文末，作者提出衡量臺灣民眾主觀快樂幸福感的三個具體方向，以及有關民眾心理教育訓練、建構社會支持網絡和改善工作環境的未來幸福政策發展之建議。並從國外幸福政策與服務的實例，建議臺灣中央政府部門、縣市政府及社區層面的做法思考。
