目的：調查臺灣地區性侵害防治責任醫院之現況，內容包括刑前鑑定、獄中治療以及社區處遇。方法：採用寄填問卷及視察訪談兩階段，針對台灣目前62家責任醫院進行調查。結果：在刑前鑑定方面，有23%的鑑定人員並未作再犯的危險性評估以及涉案當時的身心狀況評估等重要議題。在獄中治療方面，治療人員的訓練及採用的治療模式並無一致性，且藥物治療不常被採用。在社區處遇方面，非醫學中心之精神醫療院所投入的人力、物力較多。目前於執行過程所遭到的困難是個案不合作、缺乏相關訓練、專業人力不足、處理程式及標準不一、醫療人員意願不高、法令規則不明、社區處遇安全考量等。結論：台灣地區的性侵害防治工作仍在起步階段，治療模式尚未整合，且有許多執行上的困難。各精神醫療院所需建立標準作業流程與規範，司法、獄政、社政與醫政等相關部門亦需相互合作，協力促進性侵害加害人之鑑定、評估與治療之發展。

Objective: This study is to investigate the current status of pre-sentencing evaluation, treatment during incarceration and community treatment of offenders in all hospitals responsible for the treatment of sexual offenders in Taiwan. Methods: Sixty-two responsible hospitals were included in this study. A two-stage questionnaire and interview were used to collect data. Results: For pre-sentencing evaluation, the important topics of risk of relapse and mental status of sex offenders were not discussed in the 23% of evaluation reports. For treatment during incarceration, the training of clinicians and treatment models were not consistent across hospitals. In addition, drug treatment was not frequently used. For community treatment, psychiatric hospitals tended to show greater involvement with offenders than medical centers. The difficulty of treating sexual offenders was manifested by factors including a lack of professional training, inconsistency of treatment standards, low motivation among clinicians and sexual offenders, and unclear legal policy. Conclusion: The treatment model for sex offenders remains to be standardized in Taiwan. Responsible hospitals should place an emphasis on standardization and teamwork in the processes of pre-sentence evaluation, assessment, and treatment of sexual offenders. (Full text in Chinese)
