本文旨在以多國籍企業組織因素以及其與地方的關係因素檢視多國籍企業在中國大陸以及台灣兩地區的產業群聚進行跨界投資後對兩岸產業群聚發展差異的影響,並藉以瞭解多國籍企業跨界生產分工的意涵為何。本研究發現,在公司內部關係、公司與地方關係、以及地方與地方三種層次的因素均對多國籍企業的跨界生產分工及兩岸產業群聚發展差異有顯著影響。就組織的治理結構而言,本文發現多國籍企業確實呈現出網絡結構化的趨勢,著重橫向的聯繫且組織界線的逐漸模糊,此結果在不同國籍別及屬全球產業的多國籍企業尤為顯著。對台灣政府而言,應致力於能使產業群聚發展制度的完備程度以使發展差異降低,或使產業群聚朝向高質量的方向發展。

英文摘要

This article aims at investigating the influences of multinational corporations' organizational factors and relationships with locals on the development gap of the industrial clusters located both in China and Taiwan with the intention to reveal the meaning of cross-border division of production. Our results show that three levels of factors (i.e., organization's internal factors, relationship between organization and locals, and relationship between locals and locals) have significant influences on the spatial division of production. The meaning of the results to organizational governance structure is that the multinational corporations are now transforming into a network structure, featuring on lateral communications and vanishing of organizational borders. The advice to governments in Taiwan is that the adequacy of supporting institutions to help the development of industrial clusters should be fostered. The governments should also try to upgrade the industrial clusters toward quality-proficiency-oriented mode.
