本研究旨在了解教師評鑑實施的阻礙並研提解決策略,首先透過文獻分析與專家訪談,了解教師評鑑曾遭遇之阻礙議題,進一步發展出教師評鑑實施阻礙之調查問卷,對於高職學校人員進行調查,分析得到高職學校人員所知覺到的教師評鑑實施阻礙可劃分成評鑑標準差異、評鑑技能與情意不足、評鑑認知不足、評鑑技術不足、評鑑結果可類推性、評鑑結果使用、評鑑工具可靠性、以及評鑑結果負面影響等八大類,且整體偏中、高度阻礙,最後藉由訪談具教師評鑑學養之專家學者,得到阻礙議題可藉由發展規準、縮小範圍、評鑑人員的養成、評鑑結果不公開、促進教師反省意願、採形成性評鑑、追蹤輔導評鑑不良教師等七項途徑獲得解決。

英文摘要

The purpose of this study was to understand the barriers of applying teacher appraisal and to figure problem-solving strategies out. First, literature review and expert interviews were adopted to understand the barriers occurred during teacher appraisal applied. Then, designed a questionnaire for the barriers of applying teacher appraisal and the results can be divided into 8 categories which are: 1. difference in appraisable standard, 2. lack of appraisable skills and affectivity, 3. short of cognitions, 4. be pressed for appraisable techniques, 5. the analogy of appraisable findings, 6. the usage of appraisable findings, 7. the reliability of appraisable tools, and 8. reversal affection on appraisable results. Besides, these 8 categories fall on medium level and high level. Finally, expert interviews were constructed to gather their viewpoints for solutions as the 7 follows: 1. construct a criterion, 2. shorten domains, 3. cultivate appraisable staff, 4. make the results unopened, 5. use a formative appraisal and 6. follow the trail of coaching and appraise the clients, and 7. fostered teachers' will of introspection.
