當1911年清王朝土崩瓦解之時，軍事集團走向了歷史的前臺，但他們沒能成為新共和國的國家領導。事實上，地方軍閥勢力勃興於1916-1928年，在中國形成了四分五裂的割據狀況。中國能保持它的主權完整或許更主要是由於民族主義的決心去趕走日本侵略者，而不是隱含著的地方主義發生了什麼變化。所以解釋軍閥時代的根源是十分重要的。本論文廣泛使用了官方報告，研究著作，講座資料和回憶資料－特別是使用了那些相對公正的俄國觀察家的資料－來論述中華帝國最後數十年中軍閥產生的條件，軍閥絕大多數產生於這一時期。通過對三個軍閥產生條件的分析，本文認為從清王朝的文官統治時期到共和國時期的軍閥政治有一個連續性。首先，因為清朝的中央政府無力解決太平天國的叛亂，地方精英就獲得了軍事經驗和政治影響力。其次，為了抵禦外部的威脅，政府試圖進行軍事改革。但是，很大程度上由於財政的原因，這些措施實際上加劇了各省軍隊只忠於地方官員的程度。第三，共和國初期中央政府的進一步式微也導致了軍閥派系林立。
