氣候變遷最初只是全球環境議題的一部分，1992年之前氣候變遷主要是以科學層面的認知為重點，但《聯合國氣候變化綱要公約》制定之後，氣候問題正式進入國際政治領域。2005年《京都議定書》生效，使得氣候問題與國際政治產生更密切的聯繫，氣候變遷不再只是單純的科學問題，而是地緣政治大國（或國家集團）之間的權力和利益的角力。瞭解國際氣候政治變遷，有助於瞭解本世紀國際政治重要的議題。
