護理人力資本是醫院能夠提供專業服務,產生價值的重要因素。然而目前國內醫療院所中,普遍面臨護理人力短缺,人員流動性高的問題,對於醫療服務品質產生影響。 本文以人力資本理論出發,建構之人力資本理論模型檢驗護理人力資本之特質,討論護理人力應具有之「價值」與「獨特性」兩項內涵,並依分類結果,提供醫療機構形成,選用與維護高價值與高獨特性護理人力資本的建議。 研究結論建議,組織應將有限資源轉換形成組織價值的核心能力,如護理人力資本之上。所投入的資源應能產生護理人力的價值與獨特性,期望護理人力之照護績效與專業技能可提昇組織經營續效。

英文摘要

In order to provide quality care and professional services, the capital expenditure in nursing workforce is crucial to a hospital. However, an existing high turn over rate and shortage of nursing staff negatively impact the quality of care and services in healthcare. In this article, a framework, established based on the human capital theory, was utilized to examine the characteristics of the nursing workforce and its value and uniqueness. Suggestions were made to form, select, and maintain the nursing workforce's high value and high uniqueness. An organization should transform limited resources into the core force forming the value of the organization, such as the capital expenditure of nursing workforce. With in vested resources, the value and uniqueness of the nursing workforce will be exhibited. The development of nursing professions and the promotion of nursing performance will be expected to facilitate the organization's performance.
