崔媽媽基金會在組織發展的初期，整合了社會團體的優勢，以社會團體與企業結合的經營方式，成功地由無住屋運動團體轉型為致力於長期關心居住相關議題的服務及倡議型社團，並採取建立機制與樹立模範的行動策略，發揮社會團體的改革角色，切入租屋及搬家市場中的亂象根源，展開了一場歷經十多年的寧靜社會革命，逐步緩慢地引導與修正租屋及搬家市場走向。面對國家缺席與市場內缺乏明確遊戲規則的環境，崔媽媽所力行的社會企業精神與組織經驗並非建立一個社會企業的實體，反而立基於社會團體窘困的財源基礎及連結整合各方資源的優勢，有效的建立搬家業者與消費者之間需求透明化的機制，甚至出乎意料之外的扭轉了搬家產業內的遊戲規則。本文聚焦以崔媽媽介入搬家市場，建立優良搬家公司評鑑制度及其運作方式的田野經驗，說明崔媽媽所落實的社會企業精神，以及如何在市場運作環境裡扮演一個稱職的社會團體。
