近年來,公私部門舉辦了多項大型活動,這些大型活動吸引了大量人潮,也衍生了為數客觀之交通章,使得大型活動舉辦期間屢屢產生交通問題。為改善此一現象,地方政府開始要求活動主辦單位於活動舉辦前,需提送交通維持改善計畫,惟提送交通維持計畫之門極為何?至今仍無一客觀標準。本研究旨在說明大型活動才是送交通維持計畫門檻值之推估方式,推估方法係先設定道路負荷活動衍生量體後之服務水準下限,接著推估此服務水準下限下之交通量,再以此下限交通量減去現況交通蜜之差佳作為門檻佳,若大型活動衍生之交通量大於此門檻佳,即需提送交通維持計畫。並為利於審查單位審查,乃進一步說明交通量轉換為活動人數或活動舉辦場地設施規模(如座位數)之方式,並進一步比較採活動人數或設施規模為門檻之優劣,從中建議一門繼位認定方案。

英文摘要

In recent years, both the public and private sectors have organized many large-scale special events. These special events have attracted large crowds, generated considerable traffic demands, and have frequently created serious traffic problems. In order to mitigate the impacts of these recurring problems, local governments have begun to require the organizers of the large special events to submit traffic maintenance and impact mitigation plans as part of the approval process. However, this has created the question of: what should threshold conditions be for requiring traffic maintenance plans? Thus far, there is not yet a set of objective standards for the approval process, The aim of this study is to propose a reasonable methodology to estimate these threshold conditions. The estimation methodology is one that: (1) sets the lowest acceptable level of service (LOS) for the road system with the traffic generated by the special event; (2) determines the equivalent traffic volumes that correspond to the acceptable LOS for the road system, or the ”acceptable traffic volumes”; (3) calculates the ”threshold traffic volumes” by subtracting the existing traffic volumes counts from the acceptable traffic volumes; and (4) if the expected traffic volumes generated by the special event exceed the threshold traffic volumes, then the approval process should require the submission of a traffic maintenance plan. Furthermore, for the convenience of reviewers, this study provides a method for converting traffic volumes to event crowd size or to the required size (seating) of the special event's venue/site. Then, we suggest the better one between the two alternatives (crowd size, required size of the special event's venue/site)
