號誌化路口之運作對都會地區之空氣污染、油耗、經濟及其他活動有很大之影響,因此號誌化路口之規劃、設計及號誌控制甚為重要。評量號誌化路口之服務水準可用各種不同的績效指標,目前「2001年台灣地區公路容量手冊」係利用平均停等延滯時間以劃分服務水準等級。但目前台灣交通界並未發展出實用而且能可靠地估計平均停等延滯的分析模式,實務上應用未經過本土性資料驗證過之國外模擬模式來分析,故常發生延滯定義不同且不易轉換之困擾。因此,本文首先回顧幾種常見的號誌化路口績效指標,並研擬一較容易調查、計算及能反映路口運作之號誌化路口績效評估指標,此即「平均停等及疏解時間」,並研析此一新績效指標之適用性與傳統平均停等延滯之關係。 |
英文摘要 |
Since the operation of signalized intersection is significant affected on vehicles emissions, fuel consumptions, economic and other activities in metropolitan area, it is important on signal planning, design and control Evaluation on the operation of signalized intersection was usually based several measures of effectiveness (MOE). Average stopped delay as used as MOE of signalized intersection in 2001 Taiwan's Highway Capacity Manual (HCM). Nevertheless, there as no reliable and practical analytical formula for estimating average stopped delay in Taiwan. And, it is puzzled that the delay outputs of foreign simulation models that were not calibrated by Taiwan's field data, were usually different from that on 2001 Taiwan's HCM, and sometimes difficult to transform. Hence, this study reviews several evaluate methods based in different MOE, and tries to describe ”average queue and discharge time” as a new MOE, that is easy collecting field data and estimating, and could reflect the operation situations of signalized intersection. In this study, it was compared and built the relationship of it with conventional average stopped delay. |
