共乘制度在歐美已行之有年,其中南加州為美國推動共乘的指標性地區,共乘約占總旅次15%。本文檢視南加州地區共乘措施,彙稱偽綠色共乘-GREEN Rideshare,並考量台灣運輸環境,提出本土化共乘推動策略-SAFER Rideshare:“安全(s)-經濟(A)-快捷(F)-簡便(E)-可靠(R)”,包含安全的共乘配對機制、經濟的通勤成本、快捷的高乘載專用道、簡便的配對與轉乘、可靠的臨時返家運輸服務等。文末建議交通部門重新定位共乘的角色,達到與大眾運輸、私人運具相輔相成的效果。 |
英文摘要 |
Rideshare has been popular for decades in the US and Europe. One of the representative areas is southern California, where rideshare is about 15% of the total trips. This study examines the rideshare program in southern California and finds its key to success, the GREEN Rideshare. Considering transportation environments in Taiwan, the SAFER Rideshare is proposed, including Security enhancement for rideshare participants, Affordable commute cost, Fast HOV lanes, Easy rideshare match and park-N-ride, Reliable ride home service in an emergency. Finally, it is suggested that transportation authorities reposition the role of rideshare in the transportation system so that it could become a perfect complement to transit and private modes. |
