台北市公車處於2004年民營化成立大都會汽車客運股份有限公司,盈虧不再由政府承受,駕駛員從公務員轉變成為企業的員工,必須努力賺錢才能避免每年十幾億的虧損,雖然成立之初即以亮麗的營收證明民營化是可行的,但是卻付出了肇事率達到史上最高的代價,長期而言不利於公司的永續經營。本文從了解駕駛的壓力來源、紓壓方式著手,分析肇事駕駛特徵,介紹從關心駕駛健康出發,減少危險駕駛行為,逐步調整管理策略達到營收與服務品質雙贏的經驗。

英文摘要

Taipei City Bus Administration was re-organized and privatized into Metropolitan Transport Corporation in 2004. Since then, the Corporation has taken over the responsibility of their own financial sustainability under the supervision of Taipei city government. Bus drivers are no longer government employees, but rather employees in a private corporation. Their salaries are based on their performance relative to company objectives, including number of passenger serviced and service quality, etc. In the past few years, revenue received showed that privatization without government subsidy was financially feasible in Taipei. However it was achieved, however, at the price of record high accident rates. This is not acceptable from the perspective of sustainable development of a company in the long run. This paper describes a management experience that targeted for achieving both financial and safety performances of the organization. The process starts from identification of the pressure sources of drivers, and their potential relief methods, followed by analyses of characteristics of accident driving. The management extended care over drivers' health conditions, with management measures for reducing dangerous driving behavior. It shows that a win-win solution for both revenue and service quality may be achieved by adjustment of management strategies.
