台灣政府將觀光與教育視為區域發展的重點產業,但目前兩個領域各自發展,未有政策加以整合。針對當前台灣的大學校院面臨學生數逐年縮減的問題,我們認為整合性的國際高等教育觀光政策能夠帶來一連串區域發展的經濟效益。我們建議台灣的大學院校可與海外大學建立合作機制,以吸引更多國際學生來台求學。我們的公式很簡單:高等教育的國際學生愈多=教育系統的收入愈高=具高等技能的人才愈多=台灣愈加繁榮。

英文摘要

The Government of the Republic of China (Taiwan) identifies tourism and education as key industries in regional development, but it treats them as separate policy areas. Drawing on published overseas data, we argue the economic benefits of an integrated international higher education tourism policy at address the problem of declining student numbers facing Taiwanese universities. We recommend that universities work collaboratively with Taiwanese and overseas stakeholders to attract more international students to Taiwanese universities. The equation is simple: More international higher education students = more income for educational systems = more highly skilled workers = more prosperity for Taiwan.
