改革開放後，中國大陸經濟快速成長，所得差距也急速拉大。本文建議，政府製發國民儲值卡給每位民眾，依財政情況在卡中儲值。先讓偏遠落後的地區的民原有魚吃，他們才能參與市場經濟，自利利人。一言以蔽之，先魚後漁。
英文摘要

China's income distribution has worsened along with its rapid economic development. It is suggested that the government issues an ID card with a chip and stores money in the chip as calculated by a formula based on tax revenues. People can use the money stored for consumption and the measure is likely to prove an effective tool in bringing about a direct and immediate improvement in income distribution.
