為促進服務業的產業升級，經濟部技術處將「健康照護」納入「Information Technology enabled Service（ITes）科技化服務業旗艦計畫」的五大主策略領域之內，鼓勵科技業及其他產業與醫療機構整合，期以新服務開創產業發展契機。然而，科技到底能為醫療機構帶來哪些助益？創新一定能帶來價值嗎？醫院也懂經營嗎？異業聯盟的危機何在？本研究透過兩個不同性質的規模的主導醫療機構為個案，深入訪談、分析出跨產業合作的機會與因難，以辨證科技化到底是機會還是危機？產業界別為了追尋科技與創新的蜜糖，需忽略服務的真意與關懷。其次也反思政府推動產業升級政策，不能只扮演資源投入的角色，而不管計畫單位的營運過程，尚須關注聯盟廠商的合作關係，並檢視參與者的正當性；最後則建議科專計畫可朝社會企業的方向發展，以使計畫具有社會意義。
