本文旨在探討學校如何發展願景，首先敘述當前學校教育改革，首應發展學校願景。然而，在發展學校願景之時，會面臨許多質疑，諸如：什麼是願景？每一個學校都要有願景嗎？…等。研究者更依據Barth（1993）的分類，提出發展學校願景的九個方式，包含：1.繼承的願景；2.闡明的願景；3.再精製的願景；4.借用的願景；5.買來的願景；6.施加的願景；7.解聘/聘用的願景；8.平均化的願景；9.成長的願景等，並分析其優缺點。最後研究者提出發展學校願景應注意三點。
