組織公民行為對於學校行政動作之啟示

有鑑於社會各界對於教育活動關注之密切，教師及學校行政人員因而被社會大眾賦予更多的期待，學校品質的提升與教育目標之達成更是各界討論之焦點所在。然而，誠如Organ(1988)所言，任何組識系統的設計均不可能完美無缺，若只依靠員工的角色內行為，可能很難有效達成組識目標，而必須仰賴員工主動執行某些角色以外的行為，以補角色定義之不足並促進組識目標之達成。準此而論，筆者認為要使一所學校邁向卓越，除了要有善盡己責之學校行政人員與教師之外，更要憑藉著許多組識公民行為的力量。 爰此，本文將探討組識公民行為的意義、內涵及理論基礎，並且提出組識公民行為的概念對於學校行政運作之啟示。
