國內高等教育機構在全球化的國際競爭壓力及國內政治、經濟、社會、科技急速變遷的衝擊下，面臨前所未有的挑戰，必須尋求學校組織改造及策略革新，以提高學校的教育品質與效能，並滿足及超越顧客的多元需求，進而提昇學校競爭力。然而，革新必先「革心」，學校組織改造的根本應由組織文化的改造開始；但學校組織文化的改造並非一蹴可幾，必須是一個持續性、漸進式變革的過程。本文內容除了探討組織文化與全面品質管理的意涵與關係，並藉由高等教育機構應用「全面品質管理」（Total Quality Management, TQM）之漸進式組織文化革新策略，建構「教學品保系統」之具體實施方案，以建立組織文化的制度面向，期能在日常教學與行政工作作為中，內化TQM所強調的顧客導向、持續改進、全員參與等品質價值觀，實踐TQM的理念與精神，以形塑學校品質文化，強化高等教育機構的經營績效與競爭優勢。
