台灣近十年來的教育改革中,出現許多教育壓力團體,其行動對學生、家長、教師和教育行政機關都產生某種程度的影響力。本文擬從壓力團體的行動策略及行政決策者之因應策略的兩個層面,探討壓力團體與行政決策者問存在著何種關聯性。 本文首先探討壓力團體與利益團體之異同,再就壓力團體的類型和角色加以描述。另透過個案分析某知名教育壓力團體,了解壓力團體的行動策略模式。接著從行政決策理論及問卷、訪談中,嘗試分析說明各級教育行政機關對壓力團體所採取的因應策略,了解彼此問之互動情況,並提出建議,以期二者能有更良好的互動關係。 |
英文摘要 |
Educational reform has been carried out during the latest decade. In this period, a great deal of education pressure groups were established and have some influence on students, parents, teachers and education administrations. This article tries to study of the action policies of eduction pressure groups and how education administrators develop coping strategies to respond in policy making. The purpose is to find out a better relationship between education pressure groups and education administrators. First, this article shows the differences between pressure group and interest group, then it describes the styles, roles of pressure groups. Second, the analysis of case study of a famous education pressure group shows the action mode of pressure groups. Third, according to the theories of administration policy making and the analysis of surveys and interviews of the coping strategies of education administrators to pressure groups in policy making, the research provides some suggestions for a better relationship between pressure groups and education administrators. |
