臺北市中等以下學校的體衛評鑑源自於教育部體育司年度施政計畫所推動的體育、體適能、及視力保健等評鑑訪視工作。雖然執行評鑑工作,是為了符合「計畫、執行、考核」之精神,也符應當前教育改革之潮流,有助學校教育品質之改善,惟以臺北市國民小學為例,一個學年度內所接受之評鑑種類高達19種,而其評鑑性質多屬單項方案。在評鑑種類過多情形下,對中等以下學校而言,容易干擾正常教學與行政運作,也難保教育品質提昇。本文試從整體面向思考來整合所有中小學的校務工作之方案評鑑,將之整併納入校務評鑑,因此,以校務評鑑的觀點來評析中等以下學校體育及衛生保健評鑑。首先,分析體衛評鑑的實施過程及評鑑結果;其次,從學校整體角度的校務評鑑觀點來評析體衛評鑑,分析其與校務評鑑的差異及整合可行性,最後提出以下建議:(一)將體衛評鑑整併納入校務評鑑;(二)加強評鑑專業知能及專門領域知識;(三)建立評鑑結果的公信力;(四)訂定追蹤評鑑的機制。 |
英文摘要 |
The sports and health evaluation in the public schools of Taipei was from Ministry of the Education sports department, it included physical evaluation, physical fitness, and eyesight health evaluation. The evaluation accorded with the spirit of the planning, performing, and examining, then to improve educational quality. There were 19 types of evaluations in primary schools of Taipei and the nature of evaluation was belonged program evaluations. Because there were too many evaluations in the public school, they were apt to interfere with normal teaching, administrative operation, and educational quality. This text tried to analysis the public school sports and health evaluation with the views of school evaluation. First of all, it analysed the processes and result of the sports and health evaluation. Secondly, it analysed the public school sports and health evaluation with the views of school evaluation, and the differences between school evaluation sports and health evaluation and combinative feasibility. Finally, it proposed the following suggestions: (1) To combine the sports and health evaluation with schools evaluation; (2) To strengthen the professional knowledge and special field knowledge; (3) To set up the public trust of the result of the evaluation; (4) To make the system of the follow-up evaluation. |
