諸多實證研究指出，教育投資對於人民智識的增長、社會民主制度的建立與國家經濟的提升皆有正向的影響。盱衡教育經費的有限性，教育投資正確所帶來的經濟發展是教育經費是否有效應用以獲得最大效益之依據，故在進行教育政策規劃時，應當以教育收益率作為諸多思考向度的其中之一。有鑑於此，本文擬探討教育收益率之意義與類別、教育收益率之計算方式；其次分析教育收益率之相關研究；最後則探討教育收益率分析在教育政策規劃應用之重要性。

Many researches indicates that educational investment has positive impacts of people's increasing knowledge, social democracy system and national economic promotion. Because of the limitation of educational finance, the accurate educational investment which can lead to economic growth is the basis of whether people utilize educational finance effectively or not. Therefore, before conducting educational policy planning, we should take rates of return to education into consideration. Based on this kind of opinion, this paper aims to explore the meaning and categories of rates of return to education, the computation of rates of return to education, the related studies of rates of return to education. Finally, it discusses the influence of rates of return to education on educational policy planning.
