Shimen Reservoir is an important sightseeing spot in Taiwan. In order to maintain the recreation facilities, ticket booths were set to charge for the parking fees. Besides, tourists can get the travel information from the service centers and enjoy beautiful scenery of the reservoir by taking a yacht. However, currently the scheduling of staff to service centers and ticket booths is performed manually in practice, without a systematic analysis and efficiency, the results are usually inferior. In particular, the fairness of the staff schedule is easily affected by the planning personal experience. Therefore, in this study, the 0-1 integer programming method is adopted to develop an optimization model for scheduling the staff to the service centers and the ticket booths. A case study with real data from Shimen Reservoir is conducted to preliminarily evaluate the model. The test results show that the objective value of the proposed model is 0.5 day, which is less than the manual assignment by 87%. Moreover, the computation time of the model is less than that by the manual assignment of 92%. These sufficiently indicate that the proposed model out performs the manual approach in terms of solution efficiency and fairness.
