In recent years, competency management issue has attracted human resources specialists, chief executives, consultants and academics representing the private, public and voluntary sectors from all over the world. It appears the utilization of competency concept not only spreads over the global, but also influences human resource management activities in public or private sectors.
Investigation for the theoretical contents of the core competency initiates this study. Analysis of developing middle and high-level civil servant core competency processes, the current status and the corresponding applications in Canadian federal government is followed. It is anticipated that the inspiration of developing middle and high-level civil servant of core competency policy in the public sector will be induced and proposed from the experience of Canadian federal government.
