本研究旨在瞭解双北市柔道基層選手訓練站運作現況與發展策略，並據以提出結論與建議事項，提供有關單位規劃柔道基層選手訓練站實施辦法之參考，並作為双北市柔道基層選手訓練站經營策略之依據。經由分析與討論後，提出以下具體建議：一、双北市柔道基層選手訓練站之運作現況：柔道基層選手訓練站的建置，對於優秀柔道選手之培育，具有正向的效果，但由於資源投入的不足與實施規劃的缺失，使得發展受限，而影響到實施的成效。二、双北市柔道基層選手訓練站之發展策略（一）經營策略的建議：家長後援會的成立、柔道育樂營的辦理、選手課業輔導辦法的實施、選手榮譽感的建立、潛移默化效果的重視、良好的公共關係、選手基礎動作的培養、柔道訓練班的設置等。（二）實施辦法的建議：重點基層選手訓練站的建置、績效考核制度的建立、選手升學管道的暢通、設置基層選手訓練站專責教練與陪練員制度、體育彩券的發行、鼓勵民間企業的投入、基層選手地區培育網的建立、訓練站經費支用的放寬等。

This study aimed to understand the dual Taipei judo athletes train station grassroots operation current situation and development strategy, and, according to the conclusions and recommendations as to provide the relevant units grassroots judo athletes train station planning reference implementation arrangements, and as a double grassroots judo athletes train station in Taipei business based strategies. Through analysis and discussion, the following specific recommendations: 1. the operational status of dual Taipei judo athletes training grassroots stations: Build grassroots judo athletes training station for nurturing outstanding athletes of judo, has a positive effect, but due to lack of resources, lack of investment and implementation plan, making the development is limited, and the impact on the effectiveness of implementation. 2. Grassroots development strategy judo athletes training double Taipei Station (A) Proposed business strategy: the establishment of parent support groups, and handling of judo camps, tutoring approach to the implementation of the players, the establishment of the players sense of honor, and subtle effect attention, good public relations, the basis of theaction of the players training, Judo training course settings. (B) Implementation Measures: Building build, performance appraisal system focuses on grassroots athletes training stations, players studies smooth pipes, setting the grassroots athletes train station dedicated coaches and training partners regime, the issue sports lottery, and encourage private enterprise establish investment, nurture grassroots network of regional players, train stations and other funds expended to relax.
