本研究目的在發展與測試「眷村居民需求評估量表」。本研究分二階段進行，階段一是草擬初步量表：利用社區健康評估九大社會系統爲架構，發展初步量表之題項共41題，內容效度指標爲89%。階段二是測試量表之信度及效度：正式施測時之研究對象抽取自居住於南部某眷村社區之居民。抽樣方法採集體隨機抽樣，透過結構式問卷訪談收集資料，共計回收有效問卷173份，完成率爲92.5%。本研究的結果顯示，含41題項的「眷村居民需求評估量表」，信度、效度均良好，是一個可接受用於眷村居民需求評估的量表，亦可提供未來發展一般社區居民需求評估量表之參考。

The purpose of this study was to develop and test a Need Assessment Scale for residents in a veteran's village. There were two stages involved. Stage one saw the researchers utilizing nine social systems to assess community health, as a frame for the scale, to draft the initial scale with 41 items. The content validity index was 89%. Stage two tested the validity and reliability of the 41-item scale. The study subjects were sampled from the residents in a veteran's village in southern Taiwan. The study adopted cluster random sampling and collected data by structured questionnaire interview of the sampled residents. A total of 173 questionnaires were effectively completed. The completion rate was 92.5%. The results of this study revealed that a Need Assessment Scale for residents in a veteran's village had good validity and reliability. It was an accepted scale used to assess the needs of the residents in a veteran's village and, in the future, could provide a reference for developing a Need Assessment Scale for residents in a general community.
