本論文論述在德國的不同教師組識的歷史發展、特色及功能。不同的歷史淵源及對教師職業的看法,產生了教師組識的不同形式以及因而探取不同策略來提升教師的社會地位及利益。在德國有三種基本的教師組識。第一種是以捍衛教師利益為特色。第二種則主要是為教師之間能交換學科教學資訊及教學方法而形成。第三種教師組識則是為了支持所屬政黨而有其政治目標。

This paper addresses itself to the historical development and different characteristics and functions of different teacher organizations in Germany. Different historical origins and various perceptions of teaching occupation have resulted in the formation of different types of teacher organization, and thus adopting different strategies for promoting teachers' social status and their interests. Three basic types of teacher organizations can be observed in Germany. The first type can be characterized as the associations of safe guarding member's interests. The second type is organized mainly for exchange of information of teaching subjects between members with a view to improving teaching methods. The third type of teacher organizations has the political objectives in support of their affiliated political parties. Among the teacher organizations, the Gewerkschaft Erziehung und Wissenschaft (GEW) and the Deutscher Philologenverband (DPhV) are the largest two in Germany, representing two different orientations of teacher organizations. The GEW is more union-oriented and has recently claimed its right of taking industrial action for protection of their interests. The DPhV emphasizes its professionalism character and prefers the coordinated efforts through deliberation with the authorities concerned for safeguarding teachers professional rights.
