本文的目的是以英國在教師素質層面的治理作爲分析的對象，透過認識Foucault的治理論點，理解英國治理教師素質的結構轉變，並分析轉變的歷程，理解目前對於教師素質治理結構的其體表現及其背後之意識型態，經過理論與實際的分析，期能爲台灣在建立教師素質的整體治理結構時之參考。
