The National Museum of Marine Science and Technology located in Badouzi, Keelung, was previously the Pei-Pu Thermal Power Plant, which was built in 1937 (Showa Year 12). During the Japanese rule in Taiwan, the power plant played a crucial role in Japan's Nanshin-ron policy and effort to transform Taiwan into an industrialized society. Although the power plant has long ceased operation and has been converted to a museum, it is still considered an essential industrial heritage site of Taiwan. Topics related to people and memories have received less attention in discussion on industrial heritage. Since its opening, the National Museum of Marine Science and Technology has endeavored to collect documents, historical records, and artifacts regarding personnel and memories of the Pei-Pu Thermal Power Plant and its affiliated dormitory. By exploring dormitory residents and staff members in the power plant, the museum attempts to rediscover collective memories and stories during the period in which the plant flourished. After years of effort, the museum initiated a project in 2017 entitled "The Revival of the Pei-Pu Thermal Power Plant." The project showcased valuable collections and stories about the power plant by using modern technology to host a series of exhibitions and events from the perspective of humanities and arts. This enabled visitors to rediscover the local community's memories about the power plant and incorporated the relics of the power plant into the museum's collections. Through the use of modern technology, the museum also adopted innovative approaches to host exhibitions and promote education. The aforementioned project adopted various strategies to compile and apply memories of the power plant as industrial heritage. These strategies included formulating plans to collect relics through interpersonal networks, using personal items and memories to awaken collective memories, and employing modern technology to improve viewer acceptance. Through hosting events (e.g., exhibitions, retro sports competitions, and educational activities), building tour guide facilities, and developing cultural and creative products, the museum demonstrated the use value, instrumental value, institutional value, and intrinsic value of the Pei-Pu Thermal Power Plant as industrial heritage. Accordingly, the museum can expand its collections with local characteristics and raise the public's awareness regarding the multifaceted benefits of industrial heritage.
