本研究藉由資料品質因素的蒐整及調查,嘗試以構面-因素的層級關係來建構政府機關網站資料品質的評估及應用架構,同時以資料提供者及使用者的雙重觀點來探索資料品質的重要性及差異性。本論文採用焦點團體、問卷及層級分析等方法進行多階段的調查,研究發現提供者特別重視「資料本質」構面,其權重值為0.635,其次依序為「使用情境(0.184)」及「資料呈現(0.181)」構面,而使用者則除「資料本質(0.410)」的構面特性外,也同時注重「資料呈現(0.304)」及「使用情境(0.286)」構面之內涵。而不論從哪一個觀點來看,各項因素的重要程度均為精確度、信賴度、一致性、及時性、正確性、易理解性,只是排序有所不同;此外,其差異性主要表現在一致性、易理解性與易讀性三項因素。相關研究成果可做為政府機關強化網站資料品質之參考。

This study intends to collect and investigate the factors of data quality (DQ) to build the evaluation and application framework for the governmental website on the hierarchical relationships between the constructs and factors. This study has also explored the importance and differences of data quality in the dual view of data providers and users. This paper adopts the methods of the focus group, questionnaires, and hierarchical analysis to conduct the multi-stages investigation. The study found that the data providers have put attention, particularly on the "Intrinsic DQ" with a weight value of 0.635, followed by "Contextual DQ (0.184)" and "Representational DQ (0.181)", while the data users have also focused on "Intrinsic (0.410)", "Representational (0.304)" and "Contextual (0.286)" data quality, the difference of weight among the constructs is closer. Regardless of which point of view, both there are important factors, including Exactness, Credibility, Consistency, Currency, Accuracy, and Understandability, but the ranking is different. Besides, the differences are mainly on three factors: Consistency, Understandability, and Legibility. Research results may be used as a reference for enhancing the data quality of governmental websites.
