中華啟能基金會宗旨是「秉承上蒼之愛，服務弱勢的弟兄，給予教育、訓練和工作機會，促使其適才適所，分享人的權利，讓生活和生命相連繫」。自1982年成立以來，致力於智能障礙者之教育、訓練、就業輔導、親職教育等，因應社會的變遷規劃對應方案，工作團隊積極擔負這項使命。基金會附設台灣智能障礙研究中心於2001 年成立以來，在資訊交流與出版以及跨領域整合之二方面研究有較顯著的成果，在機構交流、國際學術交流、訓練課程設計方面亦有所發展。我們希望支持更多成年智障者密切相關的研究，包括醫療照護、法律倫理（天賦的工作及生活權利）、福利政策、就業適應、家庭支持等方面的領域；我們也將持續發行《身心障礙研究》季刊，傳承智能障礙工作之經驗心得與研究成果。未來，我們再進一步彙編有關智能障礙研究之學術性文章，以利相關領域的工作和進展。

The mission of Chung-Hau Foundation for Persons with Intellectual Disabilities is to serve the vulnerable people, giving them the opportunities to accept education, job or living training and helping them to get the appropriate jobs based on love of the Lord. In addition, helping them to develop their capacities and to protect the human rights of them and sharing the happiness with people in societies. Chung-Hau Foundation founded in 1982, dedicate whole time of caring, education and training for persons with intellectual disabilities. The Foundation established Research Center for Intellectual Disabilities Taiwan in 2001 aims at publishing materials related to disability education, resource interaction and implementing research projects and training. We commit to support the research in intellectual disabilities, which include the profile of health/social care, law and ethic, social policy, family support, etc. To improve the intellectual disabilities research, we will continue to financially support the publication of Journal of Disability Research (Taiwan), and sharing the useful information with the population of people working in disability arena.
