陪伴身心障礙兒童外出與就醫,對家庭照顧者是一大挑戰。然而,面對政府提供的嶄新的長照2.0陪同就醫與陪同外出服務,對有特殊需求的身心障礙學童,該制度如何精進,尚需進一步的檢視,以滿足他們的需求。本研究以身心障礙兒童之照顧者的觀點為基礎,瞭解他們對長照2.0提供身心障礙兒童陪同就醫與外出服務的期許與建議。本研究以質性訪談12位身心障礙學童之家庭照顧者,主要的訪談問題為:「身心障礙學童照顧者對長照2.0陪同外出與陪同就醫服務的未來期許與建議」。研究資料以錄音與摘要記錄進行資料收集,並使用內容分析法進行資料分析。研究結果顯示訪談對象對長照2.0提供的陪同就醫跟陪同外出服務,基本上都有初步的認識,但對具體內容尚有賴相關單位進一步的宣導與教育。然而他們對未來的服務仍抱持著高度的期許,其主要具體的期待與建議為:(1)期望能解決外出的交通工具問題;(2)期待更多長照服務單位與照顧服務員投入服務;(3)照顧服務員必須接受照顧身心障礙學童的專業訓練。本研究最後建議未來相關單位必須提升照顧者對長照2.0的認知、提升照顧服務員人力/專業能力、落實執行單位之專業訓練、擴大長照交通的適用性等改善策略,以滿足身心障礙兒童利用長照2.0陪同就醫及陪同外出服務的需求。

英文摘要

Accompanying children with disabilities to medical appointments and outings is a major challenge for family caregivers. In the face of the new Long-term Care 2.0 escorted medical appointments and escorted outings provided by the government, how to improve the system to meet the needs of children with disabilities needs to be further examined. This study is based on the perspectives of the caregivers of children with physical and mental disabilities to understand their expectations and suggestions on the Long-term Care 2.0 system of providing accompanied medical consultation and escorted outing services for children with disabilities. Qualitative interviews were conducted with 12 family caregivers of children with disabilities, and the main interview question was: "What are the future expectations and suggestions of the caregivers of children with disabilities on the Long-term Care 2.0 escorted medical service and escorted outing? ". The data were collected by audio recording and summary transcripts, and analyzed by content analysis method. The results of the study showed that the interviewees basically had a preliminary understanding of the services provided by Long Term Care 2.0, such as escorted medical appointments and escorted outings, but they still need to be further educated by the relevant organizations on the specific contents. However, they still have high expectations for the future services, and their main expectations and suggestions are: (1) to solve the problem of transportation; (2) to have more long-term care service units and caregivers to join the services; and (3) to have caregivers to receive professional training in caring for students with disabilities. This study concludes by suggesting that in the future, the relevant units should raise the awareness of caregivers about Long Term Care 2.0, enhance the human/professional capacity of caregivers, implement professional training for implementing units, and expand the applicability of Long-term Care Transportation in order to meet the needs of students with disabilities who are accompanied by Long Term Care 2.0 to attend medical appointments and accompany them to go out for services.
