本研究採歷史研究法，記述過去臺北市長由官派改為民選以來十年之臺北市衛生教育組織及演變，並參考衛生教育相關文獻進行分析，以展望未來。其中有關傳染病、慢性病防治衛生教育部分，以疾病發生率、死亡率呈現相關防治計畫與衛生教育的歷史脈絡，作為整體發展趨勢的參考。長期以來，臺北市政府衛生局針對傳染病、慢性病防治衛生教育，皆有計劃地持續推動，各項衛生教育之進行，已見政府與民間充分合作，並在社區、學校、職場、醫院等場域以研討會、大型宣導活動與大眾傳播等多元介入方式推動，傳染病得以有效控制。而慢性病防治方面，子宮頸抹片檢查，透過提高篩檢率與衛生教育，也見成效。而整體慢性病防治衛生教育仍宜持續辦理。

Only ten years ago, Taipei City Government swore in its first ever popularly elected City Mayor. This ushered in a new era of democratically elected leaders, differing from past practices when mayors were appointed by a higher body. Research has examined the evolution of achievements made in Public Health Education over the same ten-year period. This report looked at the structures involved as well as the future direction of Public Health Education in Taipei. The Department of Health of the Taipei City Government focused on improving citizen's health and lowering mortality rates. Through partnerships with other government agencies, as well as the private sector, the Department of Health conducted large-scale educational campaigns on topics such as communicable disease control and chronic disease prevention. Health education campaigns were undertaken in communities, schools, worksites and hospitals through a variety of media channels and public health symposia. To take chronic disease prevention as an example, over the past ten years, educational campaigns and Pap smear screening programs have together helped lower the cervical cancer mortality rate. The Department of Health is expected to continue to carry out health education as well as comprehensive chronic disease prevention to improve the health of Taipei City's 2.6 million residents.
