The purpose of this study is to explore the impact of the reform of the retirement system for civil servants in 2017 on the local civil servants in service. Based on the empirical research of in-depth interview and the perspective of social impact theory, this paper tries to understand the adaptation and attitude change of local civil servants in the face of institutional changes, and then to put forward specific strategies and Suggestions. The results show that the local civil servants are affected by the new retirement system at different levels and gradually develop their own coping thinking. Based on the analysis results of the personnel management policies of the central and local governments, this study puts forward three proposed strategies in the short, medium and long term, as follows: First, to unbundle the part-time regulations for civil servants, and design financial planning and financial management training courses, to construct life security after retirement (short-term); Second, to activate the use of local civil service manpower, enhance communication and promotion, and strive for maximization of the pension (medium-term); Third, to value the sustainable development of public servants, encourage them to study in their spare time, and develop a licensing system.
