「城市之盾」（Urban Shield）演訓是美國以市為主所舉行的大規模無劇本演練，不同於國內目前僅能做到幾個單位、選在特定區塊內實施，而是真正達到大範圍、跨部門的綜合性、複合式演習，藉由狀況連續下達發布，考驗公家機關隨機應處能力。相較於按照劇本演練的比較能夠取得預期性的勝利，無劇本只有接連不斷的狀況，第一線人員有可能遭遇打擊、挫折，然而無劇本演訓的方式才是發生時真正可能面臨的實際情況。警察工作千頭萬緒，特殊任務警力的任務經緯萬端，每一秒都是拯救性命的關鍵，卻也存在著不可預期的危險。我們需要重新審視特殊任務警力的維安反恐專業技能，特殊任務警力是地方警察機關最精實的部隊，需要更符合現代威脅的新角色。本研究是藉由美國「城市之盾」無劇本演習的運作方式與臨場應變能力，來審視臺灣目前地方特殊任務警力的專業技能訓練養成的現狀與課題，並透過美國經驗的分析，研提我國地方特殊任務警力培訓的改革方向與應變能力的提升。審視特殊任務警力面對時代的變遷及重大治安事件應具備的維安反恐專業技能訓練與危機處理的能力，以回應民眾對特殊任務警力維護治安的期待。 |
| 英文摘要 |
The ＂Urban Shield＂ exercise is a large-scale unscripted exercise held mainly by cities in the United States. It is different from the fact that it can only be implemented in a few units and selected in specific blocks in Taiwan. Large-scale, cross-departmental, comprehensive and compound exercises, with continuous releases based on conditions, test the ability of public agencies to respond randomly. Compared with the expected victory based on the scripted exercise, impromptu ones can not to be rehearsed. The frontline personnel may encounter blows and setbacks Script less exercises are like the actual reality that individuals may face. The work of the police is intricate, and the mission of SWAT is endless. Every second is the key to saving lives, but there are also unpredictable dangers. It is needed to re-examine the security and anti-terrorism expertise of SWAT. It is the most sophisticated force in the local police agency and needs new roles that are more in line with modern threats. This study examines the current situation and issues of professional skills training for SWAT in Taiwan based on the operation method and on-the-spot adaptability of the ＂Urban Shield＂ exercise without scripts in the United States, and through the analysis of American experience. It can also offer insights to reform SWAT training and the improvement of response ability. Also, this research is to focus on the importance of anti-terrorism professional skills training and crisis management capabilities, in response to the public's expectations of SWAT. |
