臺中市自由車場經營與管理之探討

自由車運動是國內規劃重點培訓之運動項目，但提供自由車選手訓練與比賽之國內各自由車場，仍舊缺乏有效且完善管理制度的困惑，由來已久，進而衍生許多管理與經營上的問題。因此，惟有先暸解自由車場設施之問題所在與經營之難題，才能大幅提升自由車場之經營績效與管理品質。 國內自由車運動過去在亞洲地區參與比賽的表現是值得鼓勵的，可說是奪牌的常勝軍，但是這樣優良的傳統並沒有好好延續，雖然在青年組的賽事中，台灣選手依然有不錯的表現，但是到了更高的殿堂，似乎有遇到撞牆期的感覺，究其成因是國內紮根不深、沒有良好的硬體基礎。改善並提昇國內自由車場館的經營績效與管理維護等問題已屆燃眉之急。因此，本篇以「臺中市自由車場」為研究對象，研究目的在瞭解探討相關經營方式與設施之管理等問題。本研究採用文獻分析法，針對臺中市自由車場各項基本建設及營運策略，收集國內期刊、學者的相關文章，及有關數據庫之資料，經過分析、歸納整理而獲致結果，研究結果顯示強化專業人力，以企業經營手法從事多角化的經營，再從法規鬆綁、制度建立、資源整合等，以建立符合時宜的場館經營與管理機制。

Cycling sports is a major training program in the country. However, the domestic velodrome that provide cycling player training and competitions still lack effective and perfect management systems. It has a long history and has led to many management and operation problems. Therefore, only by first understanding the problems of velodrome facilities and operating problems, can the operating performance and management quality of velodrome be greatly improved. The past performance of domestic track cycling in Asian competitions is worthy of encouragement. But this fine tradition has not continued well. The reason is that the domestic roots are not deep and there is no good hardware foundation. It is urgent to improve and enhance the operating performance and management and maintenance of domestic Velodrome. Therefore, this article takes the ＂Taichung City Velodrome＂ as the research object. The purpose of the research is to understand and explore related business methods and facilities management and other issues. This research adopts the literature analysis method, and collects relevant articles from domestic journals and scholars, as well as information from and related databases, for the various infrastructure and operating strategies of Taichung City Velodrome. The results are obtained after analysis. The research results show that we should strengthen professional manpower, engage in diversified management with corporate management methods, and then establish a timely venue operation and management mechanism from the deregulation, system establishment, and resource integration.
