本研究針對高速公路收費亭導入電子收費（Electronic Toll Collection, ETC）的使用後，對整體系統服務、環保與能源消耗三方面探討，分析實施績效。在系統服務方面，本研究利用模擬工具模擬收費亭收費作業，分析收費亭在導入ETC後各種車種在收費亭前的等待時間，判斷導入ETC是否有改善交通流量。在環保方面，在高速公路收費站，因導入ETC後，分析排放污染物，包括CO、HC與NOx三種污染物，因導入ETC後，ETC車道以一定速行駛通過收費亭，而其他車道仍以減速-停止（收費）－加速方式通過收費亭，在排放污染物上可能將有差別。在能源消耗方面，分析油耗型態，針對導入ETC後之油耗分析，此亦作為模擬模式的輸入參數。進而建立模擬模式，並分析未來可能情況下之各種輸出數據。
