從CORPS模式淺談新竹縣體育會組織經營管理

本研究以司徒達賢CORPS模式分析新竹縣體育會之經營管理。以自編之「經營管理模式探究之訪談大綱」為研究工具。以半結構訪談方式蒐集資料，再輔以文獻分析法，得到以下結論：一、相較於新竹縣中小學體育促進會，新竹縣體育會之服務對象以全體縣民為主。二、會內編制人員只有四名，所以工作職掌多有重複。三、體育會為解決經費與工作人員不足，結合贊助廠商與落實志工制度。四、為增加縣內運動人口，積極推廣相關全民體育活動，已逐漸看見成效。五、總幹事雖已改為運動專業人士擔任，但是會員大會效力不彰，決策權還是握在總幹事手中。

This study adopted the CORPS model proposed by Professor Da-Xian Si-Tu for the analysis of the operational management of Hsinchu Municipal Athletics Federation, with the self-designed ＂Interview Outline for the Exploration of the Operational Management of Hsinchu Municipal Athletics Federation＂ as a research tool. The study has collected data by semi-structural interview method and supplemented by the literature analysis. The study concluded as follows: 1) Compared to the Hsinchu Primary and Secondary School PE Association, Hsinchu Municipal Athletics Federation is serving all residents of Hsinchu County; 2) there are only four staff in the Hsinchu Municipal Athletics Federation so their responsibilities often overlap; 3) the Federation have cooperated with sponsor businesses and volunteers to solve the problems of insufficient funding and staff; 4) to increase the sports population in the County, the Federation has actively promoted public sports events which have shown great outcomes; and 5) although the Director-General is now served by a professional athlete, all decision-making power is still controlled by the Director-General as the General Assembly still show weak effectiveness.
