本文綜合運用了DEA的三個模型,即CCR,BCC和FG模型,來分析中國能源行業,這裏主要指電力,煤氣和水的生產與供應行業,從1995年到2006年,每一年的生產的規模效率和規模報酬。我們發現2001,2002,2003,2006的生產規模都是有效的,在2004,2005的生產規模只是稍微的無效。我們還發現如果規模是無效的,則它的規模報酬都是遞增的。這意味著在1995年到2000年的生產中,我們可以增加投入來改善電力,煤氣和水的產出效率。

英文摘要

This paper has integrated the three models of DEA, which are CCR,BCC and FG models, to analyze the scale efficiency and returns to scale of industry of electric power, gas and water production and supply in china from 1995 to 2006. we found the scale is efficient at the years of 2001, 2002, 2003, 2006, modest inefficient at 2004 and 2005.we also found if the scale is inefficient, returns to scale of industry is increasing, which implied the industry should increase input to improve efficiency at the years from 1995 to 2000.
