垃圾焚化廠跨縣市營運管理之研究－以臺北市及基隆市爲例

台灣地區由於地狹人稠，隨著經濟成長，國民所得增加，廢棄物處理的議題，由以往垃圾流落街頭到環保署推動『一縣市一焚化爐』政策，然近年由於環保意識的擡頭，要求停止繼續興建垃圾焚化廠的聲浪不斷，顯示環保署焚化政策，有重新檢討的必要；時值臺北市與基隆市進行垃圾處理互助案，實証案例之分析，將有助日後各縣市如何跨區域合作處理垃圾，更有益於垃圾焚化廠在營運管理與居民互動模式之參考。

Due to the densely populated, the economic growth, and the increasing per capita income in Taiwan, the management of the wastes has become a significant topic of public affairs. Consequently, the EPA (Environmental Protection Authority) proposed a policy of ”one county/city one incinerator” for the solution of the waste problems. However, the rising of the environmental protection consciousness among the environmentists as well as the common citizens in recent years resulted in the increasing voice against the continentcing construction of incinerator, indicating that the EPA's incinerator policy has to be re-evaluated. At the time when the cooperation of managing wastes between Taipei municipality and Keeling city is going to start, this research will be helpful as a reference to the cross-regain cooperation of managing the wastes, especially to the interaction between the management of incinerator and the local residents.
