本研究以複合式多準則決策模式,探討馬祖博奕公投前學界對台灣發展綜合渡假村之選址觀點。研究發現,在所有選址準則之影響力分析方面,以「政治氛圍」的影響力最高,其次為「地理區位」與「交通運輸」,而「經濟發展」、「環境保育」、「社會安全」等選址準則較受其他考量因子所影響。在選址準則之權重分析方面,以「經濟發展」與「政治氛圍」的權重值最高,其次為「交通運輸」和「社會安全」,第三為「地理區位」,而權重值最低者則是「環境保育」。此外,不論在「總體效益最大化」、「個別遺憾最小化」或是「同時考慮總體效益最大化與個別遺憾最小化」的決策模式下,學界認為台灣發展綜合渡假村之最佳地點為「澎湖」,而最不適合發展綜合渡假村之地點為「台中鎮南」。 |
英文摘要 |
It has been 16 years for the integrated resort development in Taiwan since 1995. However, the issue of site selection has not yet reached the agreement. The current research thus applies hybrid MCDM (multiple criteria decision-making) model to research for the feasible strategy from academic's viewpoints, particularly aiming at the critical timing before the referendum of opening up for gaming industry in Matsu. The results indicate that the impact level of economic development surpasses other dimensions, followed by location, social security, accessibility, environmental protection and political climate. As for the relational level, political climate ranks the first. The second one is location and accessibility places the third. Among selected dimensions, economy development, environmental protection and social security are the ones impacted by the others. Regarding the weight analysis, both economy development and social climate scores the highest points, while the lowest one goes to location. The best selected site for integrated resort in Taiwan is Penghu and the least preferred location is Chengnan, Taichung city, with simultaneously considering maximum group utility and minimum individual regret. |
