國際關係理論下的中立性－愛爾蘭的選擇

愛爾蘭中立性政策的源起始於「英愛條約」，落實於第二次世紀大戰期間，爾後，愛爾蘭中立性的價值一直存在其政府與人民之間。本文嘗試以國際關係理論，解釋愛爾蘭中立性政策的論述基礎。文末，則以建構台灣成為「一個中立國」的「一中政策」，取代國共「一個中國」的「一中政策」。

The Irish neutrality policy was originated from the ＂Anglo-Irish Treaty,＂ implemented during the World War II. Since then, the value system of Irish neutrality has been existed between its government and the people. This paper attempts to interpret the fundamentals of Irish neutrality policy based on international relations theory. At the end, the author concludes constructing Taiwan as a ＂neutrality state＂ based on the slogan of ＂yi-zhong-zheng-ce,＂ rather than the conception of ＂one China policy＂ between the CCP and the KMT.
