面對社會經濟環境巨變的年代，危機無所不在。就災害型態而言，如地震、風災、水災、爆炸、火災…等，皆非以機關的個別意志所能左右，一旦必須面對扣門的危機時，又不得不去面對。因此，危機處理便成爲行政機關領導者必修的一門課，預先建立危機處理的機制，掌握充份的資訊與資源，才能因應危機突然的發生。 任何社會、團體或個人，都不可能完全避免遭受到各式各樣的災害所帶來的危機，對身爲消防機關的各級領導幹部而言，面臨諸如以瓦斯作爲自殺工具的自殺事件危機處，最重要的策略便是擁有一套完善的危機管理機制，有效的危機應變管理能力。 本文乃從危機管理相關文獻中瞭解危機的概念，進入到危機預防、危機處理和危機復原等三階段的工作內容和原則，檢視消防機關在面對自殺案件的危機處理情況，探討消防機關如何從可預知的危機情境中做有效的危機管理，進而將危機變成轉機。並透過個案分析的方式研究，回顧消防機關在處理以瓦斯爲工具之自殺事件時的危機管理，探究消防機關如何從一連串的災例中，提升相關的危機處理能力和決斷力。

Crisis is everywhere, as natural or man-made disaster, for example: earthquake, typhoon, flood, explosion, fire…etc. when would they occurred which won't be able to control by any authority. The administration departments seem to be lacked of relevant experiences. Obviously, any authority hopes not to face unexpected crisis. As we know the crisis practice is a relatively new field of management which is the important lesson of every chief executive officer must learn. Typically, proactive crisis practice activities include forecasting potential crises and planning how to deal with them. Hopefully, organizations have time and resources to complete a crisis practice plan before they experience a crisis. Crisis practice in the face of a current, real crisis includes identifying the real nature of a current crisis, intervening to minimize damage and recovering from the crisis. Crisis practice often includes strong focus on public relations to recover any damage to public image. This Study is base on the Crisis practice theory to explore the emergency response while the suicidal incident occurs, and how to deal with the crisis issue. In this paper, would investigate into the major reason caused fire department experience in dealing with the suicidal incident taking LPG as suicidal tool, and discuss fire department's crisis handling capacity and size-up at the time of dealing with the suicidal incident.
