面對與日俱增的新興傳染病威脅,入境通關前的體溫量測及發燒隔離措施,成為各國邊境防疫普遍作法。本研究採用系統模擬研究方法,參考邊境管制措施,使用模擬軟體Arena構建民眾排隊體溫量測後進入醫院之模擬模型,從風險值觀點探討發燒量測防疫措施安全水準,透過決策變數風險閾值、體溫量測設備數量以及發燒量測通道空間容留人數之調整進行敏感度分析,評估不同決策變數對於安全水準與通關效率變動之影響。研究結果顯示(1)兩階段式體溫量測可以提高發燒量測安全水準。(2)藉由調整風險閾值、體溫量測設備數量、待檢空間容留人數,可在兼顧民眾發燒管控與通關效率雙重目標,找出可接受風險值之評估策略。 |
英文摘要 |
The threat of emerging infectious diseases (EID) is increasing day by day. In order to block the spread of EID in-country, government authority started implementing temperature taking, fever patients screening and quarantine for fever patients in border security policy. According to the above measure, we construct model with the Arena simulation software through system simulation research methods. In this paper, we develop a simulation model of body temperature checked queuing system with two types of inspection channels, where the risk threshold is used to differentiate the incoming hospital people into two risk classes. In addition, we perform a sensitivity analysis to study the influence of the decision variables on the average waiting time and the safety level for the proposed body temperature checked queuing system. The interested decision variables include the risk threshold used for assigning people to different inspection channels, the number of temperature measurement devices and the capacity of people in each inspection channel. The research yielded the following findings: 1. Two-stage body temperature checked architecture can get a much better safety level. 2. Based on the analysis and the modeling results, an adjustment strategy for setting risk threshold, the number of temperature measurement devices, and the capacity of people in each inspection channel to balance the people clearance efficiency and the safety level. |
