「飛航管理」係指在地面協助航空器飛航，並藉著快速的事件聯繫與處理，以協助駕駛員達成航空器在飛航活動中一切運作之安全、迅速、有序。而「機場管理」則要求航空器在機場空側之所有活動，必須經由飛航管制人員進行控管，以確保機場運作正常。隨著飛航成為世界交流的主要方式，航空器的技術也日益提升。而飛航任務的進行必有相當的風險，塔台人員的專業將維護每次飛航空中交通的安全，在本研究中，將以文獻探討及應用風險管理之概念的方式，去分析歷史中的失事案例及了解，如何精進機場跑滑道相關機場地面活動之風險評估作業已增加飛行安全。 |
| 英文摘要 |
"Flight management" aims to assist the aircraft to operate safely, rapidly, and orderly, both on the ground, and in the sky, through tower communications and control. "Airport management" is that the air traffic controllers are responsible for controlling and monitoring all aircraft activities in the airdrome and operations of ground vehicles on the ground orderly. As air travel becomes more frequent worldwide, airport management and monitoring technology have been increasingly sophisticated in response to more aircraft operations in the airport. Considerable ground activity risks must be analyzed appropriately and managed accordingly to fulfill safe air travel operations. The professionalism of the control tower personnel is critical to maintaining air traffic safety on each flight. In the current study, we will utilize the concepts of Operational Risk Management (ORM) through literature surveys to analyze the historical ground incidents of Gangshan Air Force Academy airport to implement the risk assessments. |
