The on-line learning and testing have been as important topics of information education. Students could take online test to evaluate their achievements to learning goals. However, the results of test should give student scores as well as the evaluation on the achievement of knowledge and cognition levels. Currently teachers still need to spend much time on producing and maintaining on-line testing item banks. This research has applied ontology. Chinese semantic database, artificial intelligence, Bloom's taxonomy, to propose an on-line testing system framework to assist teachers in creating test items. As the result, the computer would assist teachers to produce a large number of test items quickly. These test items would cover three types of knowledge (factual, conceptual, and procedural) and five dimensions of cognitive skills (remember, understand, apply, analyze, and evaluate), though there are still no items to test 'creative' skill. These test items could be used to assess the learning level meani ngfully.
