區域整合與亞元建制芻議

在現今的國際社會中，區域整合已經是一個趨勢，政治、軍事上的衝突，轉移到經濟與貿易上的合作，軍事上的意識形態對抗已逐漸淡化，取而代之的是以經濟發展為主的意識形態。在這整合過程中最成功的莫過於歐盟，有了歐盟成功的區域整合經驗與亞洲在1997金融風暴後讓亞洲各國了解到在未來的國際社會中，單打獨門且獨善其身的經濟政策已是不可行的辦法的體認後，在加上外在環境因素的影響，如美國經濟的下滑與在東亞各國影響力的下降以及中國大陸的崛起與東協經濟區域發展趨於穩定，使得我們應該探討是否能籍由從歐盟整合成功的經驗探討亞洲的區域經濟整合與建立亞元制度。

The focus of international societies has shifted from the political conflict to attention to economic trade corporation. The development has tended to regional trading arrangement (RTA), and EU (European Union) is a good example of this. The Asian economic recession is a result of Asian financial crisis in 1997, which IMF (International Monetary Fund) has not provided effective assistance. In more recent years, we have seen the business decline of U.S, as a result of some accidental affairs, which has due to the crisis of confidence with U.S. That is to say, we will probably challenge that U.S. dollar will be the hard currency. It is worth noting that the economic development of China and ASEAN (Association of South East Asian Nations) is constant, and South East Asian Nations have formed East Asia Community. As mentioned above, this paper has to recommend the feasibility of Asian Single Currency.
