導論：安全課程的發展必須同時考慮內部及外部成員的觀點。因此，本文旨在探討安全教育者（safety educators, SE）與安全專業人員（safety professionals, SP）對於SP功能的知覺差異，作為建立安全專業人員（SP）必要安全能力及發展安全課程的參考架構。方法：包括SE與SP共248名的受試者，完成自陳式問卷調查。包含45個題項的安全功能量表（safety function scale, SFS）經探索性因素分析抽取9個因素（檢查及研究、法規任務、緊急程序及損失處理、管理及財務、文化變革、問題辨識及分析、對策發展及實施、知識管理、訓練及溝通）。結果：描述統計結果顯示，SP與SE對於安全功能頻率的排序有不同的看法。多變量變異數分析（MANOVA）結果顯示，SP對於對策發展及實施、訓練及溝通、檢查及研究、管理及財務的知覺，顯著高於SE的知覺；然而，SE對於參與法規任務的知覺，顯著高於SP的知覺。因此，作者建議大學與產業之間的應建立暢通的溝通管道，以縮短SE與SP之間的認知差距。對產業的衝擊：本研究結果同時具有統計上及實用上顯著性。研究結果除提供課程發展者的參考架構之外，對於SP的角色與功能亦具有啟示作用。終究，大學能發展適當的課程，將有助於安全學程畢業生具備更佳的就業競爭力；SP能認知本身的角色與功能，將有利於滿足組織對他們的安全期待。
