台灣安全專業人員的角色與功能:安全專業人員與安全教育者的知覺比較

導論:安全課程的發展必須同時考慮內部及外部成員的觀點。因此,本文旨在探討安全教育者(safety educators, SE)與安全專業人員(safety professionals, SP)對於SP功能的知覺差異,作為建立安全專業人員(SP)必要安全能力及發展安全課程的參考架構。方法:包括SE與SP共248名的受試者,完成自陳式問卷調查。包含45個題項的安全功能量表(safety function scale, SFS)經探索性因素分析抽取9個因素(檢查及研究、法規任務、緊急程序及損失處理、管理及財務、文化變革、問題辨識及分析、對策發展及實施、知識管理、訓練及溝通)。結果:描述統計結果顯示,SP與SE對於安全功能頻率的排序有不同的看法。多變量變異數分析(MANOVA)結果顯示,SP對於對策發展及實施、訓練及溝通、檢查及研究、管理及財務的知覺,顯著高於SE的知覺;然而,SE對於參與法規任務的知覺,顯著高於SP的知覺。因此,作者建議大學與產業之間的應建立暢通的溝通管道,以縮短SE與SP之間的認知差距。對產業的衝擊:本研究結果同時具有統計上及實用上顯著性。研究結果除提供課程發展者的參考架構之外,對於SP的角色與功能亦具有啟示作用。終究,大學能發展適當的課程,將有助於安全學程畢業生具備更佳的就業競爭力;SP能認知本身的角色與功能,將有利於滿足組織對他們的安全期待。
