新型冠狀病毒2020年1月起嚴重肆虐全球,然而台灣卻能控制疫情有成,在全球備受肯定,主要是台灣有SARS防疫經驗、超前部署的團隊與危機管理的概念,以及一些相應措施,讓台灣在世界上收到許多正面的評價。本文整理國家相關之防疫措施,尤其是藉由防疫的科技,例如把健保數據結合海關及入境處數據、口罩實名制的網路通路、電子圍籬系統追蹤、遠距診療幫助居家隔離與居家檢疫民眾就醫需求、居家檢疫者可以透過LINE Bot主動回報健康狀況等資料,另亦收集整理各醫院之科技防疫措施。此外在疫情衝擊下,針對臨床照護之倫理議題與人力資源應用情形亦提供之相關之建議與省思,期待經本文之整理分享能做為未來相關疫情發生時之參考借鏡。 |
英文摘要 |
COVID-19 caused major damage worldwide since January 2020, however, Taiwan was able to keep the pandemic under an effort that was highly recognized globally. The reason is due to Taiwan's SARS experience, preemptive preparation of the team, the concept of crisis intervention, and other pertinent corresponding measures. This article gathered relevant pandemic-prevention policies in Taiwan, through pandemic- prevention technology, combining health insurance data with customs and immigration data, network access for mask-rationing plan, electronic fence tracking system, telemedicine to help self-quarantined people where they can actively report health status, and other information through LINE Bot. This article also collects and organizes the scientific and technological pandemic-prevention policies of various hospitals. The author provided recommendations and reflections towards the ethical issues of clinical care and the application of human resources policies, with the expectation that this article can be used as a reference for future related epidemics. |
